Todo was instrumental in creating and evolving the ADP as a seperate police force from the regular force after the Second Great Kanto Earthquake. He was imported to help repopulate the force after a high death rate from the earthquake only two years earlier, it is most likely the same with Leon as well. With retirement literally around the corner he has become unwilling to jeopardize his position or ADPs image in regards to the latest boomer cases involving Genom. Though in most cases it's out of his hands, the higher upps calling the shots, telling ADP to back off, to the distaste of Leon. However Todo is experienced enough to allow Leon and Daley the oppurtuntity to investigate, and still able to claim deniability.
Todo has atleast one sister and a niece named Lisa Vannette.
