Leon voluntarily transfered from the regular police into the ADP at the age of twenty, only two years after the Second Great Kanto Earthquake. Several cases of his rookie year can be seen in the ADP Police Files OVA, including two seperate encounters with a female boomer that nearly took his life in both occurances. Some interesting comments he made towards a fellow officer about implants clearly states his position regarding technology and humans, if you're not 100% human, then you aren't human. It's difficult to tell whether his comments are prejudice, which may explain why he entered the ADP in the first place. A more exact explaination is he wants to help people, not only in the fashions a police officer would, but from boomers that could harm the people he has sworn to protect.
At 6' 4" Leon easily towers over the ramaining police force, let alone MegaTokyo's populous in general. And he uses it to it's full advantage, often using intimidation to get the answers he seeks. Yet he is able to show a humourous playful attitude both on and off the job, especially regarding his homosexual partner Daley Wong and fellow officer Nene Romanova. And yet again a very head strong attitude bordering on anger, when regarding the ADP operations, money and equipment, or believed lack thereof, with his superiors. Unfortunately Chief Todo usually ends up being the one at the other end of Leon's frustrations. Leon is well respected in the ADP after his 5 years in the force has become one of the few remaining officers from his rookie years, and leads his own unit.
Leon rides a motorcycle, which appears to be an older Honda style compared to Priss's racing bike, smokes, wears a unique pair of sunglasses, and likes to use what may be considered "non-issue" police weaponry. Quite the sharp shooter and is quick to jump into a mobile suit when ever he get's the oppurtunity. He also likes to believe himself to be a lady's man, and persistantly tries to pick up Priss, usually embarrassing himself. But he does love her music and enjoys his icecream. He lives alone in his apartment suite, though Daley is known to stay the night on occassion.
