General Swarz commands the USSD's Japanese base. After studying the Knight Sabers various battles prior to "Tinsel City" he decided that it would be an opportune time to receive first hand data on the hardsuits. After it was discovered that Cynthia was missing he hired the KS to rescue her for 20 million yen. He then hired the KS for a second time (for the same fee) to collect the 'black box' a synchronization unit that allowed the user access to the USSD's orbiting particle defense system. He was forced to resign after the second orbital strike misfire.
